The number of bags remitted by the one Administration to the Commanders of its contract steamers for transmission to the other Administration or given from hand to hand by the Agents of the one Administration to the Agents of the other administration will be described on a Way-Bills in duplicate which the said commanders or agents will deliver together with the mails to the Office of destination bringing back, as acknowledgement of receipt, the duplicate signed by the Agent to whom the mails were delivered.
(5) From the moment this Agent will have taken delivery of the mails and issued an acknowledgement of receipt without making any observation as to the number or condition of the bags the Despatching office will be discharged of further responsibility which thereafter will lie with the Receiving Office.
Article V.
Mails are subject to laws.
The Agents or Commanders in charge of the mails exchanged between the two Administrations will submit to customs rules or to such other laws as may be in force in China or in the Colony of Hongkong.
However mail bags sealed with the seal of a post office can be visited only in the nearest Post Office and in presence of
